Thanks for the kind words!
It was all luck.
I started with a pic that had fortuitous lighting:

My initial thought was just to add a lens flare using PhotoImpact
(www.ulead.com).
After a lot of fiddling around I added lightning:

and then I started playing with the key frames and I discovered that the program
does an OK job of tweening between different effects. The default settings
created the slow effect.
So, the end result was done in only a few steps:
Took a picture, added a lighting effect, added another lighting effect, export.
There are twenty frames and I only did four, maybe six, instances of settings.
The paint program only exports to animated .gif (I'm sure the upgraded version
has more export options) so I had to further export it to .avi and I optimized
it with Virtual Dub (www.virtualdub.org)
