Consider installing bugzilla on the LUGNET server, and allowing users
to submit bugs.  You can get it at http://www.bugzilla.org/ and all
you need is Perl and MySQL.  It's pretty easy to set up (I'd be glad
to advise/help if desired) and it makes it a lot easier to track
issues.  My wife and I use Bugzilla to track not only our software
projects and websites, but also household chores and errands.

The user interface isn't ideal, but it's pretty good.  I've used a
number of commercial bug tracking systems and Bugzilla is at least as
good as those, especially in terms of the flexibility of making
queries and reports.
