I'll bet you anything that OE (*cough* *cough* Microsoft *cough* :-)
implements the 'NEWGROUPS' command in the NNTP protocol incorrectly, and
in your case sent CMT instead of GMT for the time when querying what new
groups exist.

| (...) Hmm, I didn't think of it sooner, but I also bet if I had refreshed the newsgroup listings, It would have shown up. BTW, nice speculation; you should work for Microcough... (20 years ago, 10-May-04, to lugnet.admin.nntp)
