Wouldn't it be cleaner to do this on a per-group basis, rather than having
a mishmash in one group? There could be lugnet.org.us.nelug and
lugnet.org.us.nelug.private, for example.

Having the separate private group seems like a cleaner solution here --
just make the message-accepting code reject crossposts to a private group
or followup-to outside of the group.
If someone goes beyond that and purposely reposts out of the group, that
seems beyond reasonable technical messures to prevent.
If it must be on a per-post basis, a similar thing could be done: replies
to a private message would always automatically be private.

This would be a given, of course.
