I think every country in which the Lego Group has an official presence is
now represented. Here's an official list of TLG addresses if anyone wants
to double-check the list:

(I'm not sure whether this includes all countries in which there has ever
been a presence in the past, or whether it is only a current snapshot...
I think it's only a current snapshot.)
There are too many countries in the world to simply create groups for every
single one without a half-decent reason, so the criteria so far have been:
A lugnet.loc.* group is created for a given country Xyz if any of the
following conditions are met:
a) There is at least one known Internet-enabled LEGO fan in Xyz
b) TLG has an official presence in Xyz
c) LEGO products are known to be officially imported into Xyz
d) Xyz is one of the top 20 Internet-enabled countries
The two-character abbreviation for the country follows standard Internet
top-level domain namings (.us for United States, .uk for United Kingdom, .ch
for Switzerland, .za for South Africa, etc.).
