Why not manually insert a message or two into lugnet.test, and then people
can play with them and see how their newsreaders act. One problem which
would have to be overcome is that when you chose to post a new message, the
newsreader will try and post to the meta-group, but you could just deflect
all posts to the meta-group to a non-meta group. Presumably x.y.z for _x.y.z
if it exists, otherwise the least destructive list, or perhaps all lists for
loc meta groups. For example _lugnet.loc.us.dc should contain at least dc,
va.arl, md.bal, but if you posted to that meta-group, your intent would
presumably be to broadcast to all those groups.
