Do you mean that there are misspellings or that the current structure has
mistakes?  Here below is a list of the way things are organized currently
from a text-data perspective:

You appear to use the administrative divisions of Denmark -
almost. If you want to continue to do that you should
include all "amter" (there are 14 of them) and write the
full names.

The other option is to use "geographic" divisions of
Denmark. You usually split Jylland in four, group the
islands south of Fyn with Fyn, and group the islands south
of Sjælland with Sjælland. Bornholm either goes in a
separate division or with Sjælland.

Ribe is a small town (50,000 people) quite far from Billund,
but it gives name to the "amt" both Ribe and Billund are

Copenhagen is actually not a part of "Københavns Amt" (just
to make things difficult :-)

Now some specific follow-up questions:

- Nordjylland (Fredrikshavn, Ålborg?)

Where it currently says "Nordjyllands" for /loc/dk/nj/, should this
instead say "Nordjylland"?

Geo: "Nordjylland"

It is of cause not quite the same areas.

Should Fredrikshavn be added as a new group lugnet.loc.dk.nj.fre?  I see
that Fredrikshavn is a good 50 km. from Ålborg and is also a port city with
major trade routes to Oslo and Göteborg.

I don't think it's necessary to add Fredrikshavn.

- Vestjylland (Ribe)

Does this mean that the current /loc/dk/rb/ Ribe should be renamed to
/loc/dk/vj/ Vestjylland?

Adm: "Ribe Amt"
Geo: "Vestjylland"

It is of cause again not quite the same areas.

- Østjylland (Århus, Billund?)

Does this mean that the current /loc/dk/ar/ Århus should be renamed to
/loc/dk/oj/ Østjylland,

Adm: "Århus Amt"
Geo: "Østjylland"

and that lugnet.loc.dk.rb.bil should be renamed to lugnet.loc.dk.oj.bil?

This is one of the funny things in Danish politics at the
moment (besides the war of cause). People in Billund feel
that they are too far from Ribe, and much closer to Vejle.

- Sønderjylland (Sønderborg, Esbjerg?)

Does this mean that there should be a new section /loc/dk/sj/ Sønderjylland
with cities lugnet.loc.dk.sj.soe Sønderborg and lugnet.loc.dk.sj.esb
Esbjerg?

You definitely need a section for Sønderjylland or
Sønderjyllands Amt.

- Esbjerg is located in Ribe Amt but in Sønderjylland (if
   you ask me).
- Sønderborg is located in Sønderjyllands Amt.

- Fyn (Odense)

Does this mean that /loc/dk/fy/ is OK as-is, but that "Fyns" should be
listed instead as "Fyn"?

Geo: "Fyn"

- Sjælland og øerne (København)

Does this mean that the current /loc/dk/kb/ Københavns should be renamed to
/loc/dk/so/,

If you switch to geographic regions; yes.

Sjælland includes the administrative regions:

- Københavns Amt
- Københavns Kommune
- Fredriksberg Kommune
- Fredriksborg Amt
- Vestsjællands Amt
- Roskilde Amt
- Storstrøms Amt (partially)

"Øerne" refers to the islands south of Sjælland which all
are in Storstrøms Amt.

I guess that "/loc/dk/kb/ Københavns" was supposed to refer
to Københavns Amt.

and that lugnet.loc.dk.kb.kob København should be renamed to
lugnet.loc.dk.so.kob?

You could split Sjælland up in "Hovedstadsområdet" and the
rest of the island. This depends on whether you consider
population or travelling distance as the important measure.

Well, to some extenet, both -- for example, the state of Alaska in the U.S.
is super-super-huge, but it only has one group (lugnet.loc.us.ak) because
the population is extremely small.

I will add my comments up to two suggestions:

The "administrative solution":
   /loc/dk/ht/ Hovedstadsområdet (København, Roskilde)
   /loc/dk/bo/ Bornholms Amt (Rønne)
   /loc/dk/fy/ Fyns Amt (Odense)
   /loc/dk/nj/ Nordjyllands Amt (Aalborg, Fredrikshavn)
   /loc/dk/rb/ Ribe Amt (Ribe, Billund, Esbjerg)
   /loc/dk/rk/ Ringkjøbing Amt (Ringkøbing)
   /loc/dk/st/ Storstrøms Amt (Nykøbing)
   /loc/dk/sj/ Sønderjyllands Amt (Sønderborg)
   /loc/dk/vj/ Vejle Amt (Vejle)
   /loc/dk/vs/ Vestsjællands Amt (Slagelse, Sorø)
   /loc/dk/vb/ Viborg Amt (Viborg)
   /loc/dk/ar/ Århus Amt (Århus, Randers)

- too many groups
+ no doubt about where a town belongs (you can always look it up at
   <URL:http://www.danmark.dk/hr/owa/danmark.find?omraade=blank&omraade=alt>).

The "geographic solution":
   /loc/dk/nj/ Nordjylland (Fredrikshavn)
   /loc/dk/vj/ Vestjylland (Ribe)
   /loc/dk/oj/ Østjylland (Århus, Randers, Vejle, Aalborg)
   /loc/dk/sj/ Sønderjylland (Sønderborg, Billund, Esbjerg)
   /loc/dk/fy/ Fyn (Odense)
   /loc/dk/sj/ Sjælland og øerne (København, Roskilde, Nykøbing)
[ /loc/dk/bo/ Bornholm (Rønne) ]

+ few groups of roughly equal area
- difficult to lay down the borders in Jylland
