Any line in your cookies.txt that contains the string ".lugnet.com" is a
cookie sent by the lugnet.com server.  The only two cookies currently sent
are called NEWSPOST and NEWSMAIL.  When we have memberships implemented,
there will be something called MID (for "Member ID") or something like
that, and it will replace earlier cookies.

2. What is the point of the "continue" button on the setup screen if I can't
"continue" until I receive email confirmation that I've been accepted?

I assume you're talking about the

   http://www.lugnet.com/news/mail/

page?

Well, there are two reasons for the "Continue" button:

1)  After you have received your confirmation code, the "Continue" button
is necessary to indicate that you've filled in the blanks.  The
/news/mail/ page is designed more toward repeat visits to update your
subscriptions and less toward first-time visits.

2)  If you asked the server to store your e-mail address and confirmation
code in a cookie on your machine, then whenever you visit the
/news/mail/ page, this information is automatically displayed in the
edit-boxes.  The purpose of the "Continue" button then is to allow you
to confirm that particular e-mail address as being the one you want
to change the settings for.  You might have several different e-mail
accounts and not want always to change the settings on the one that
happens to be stored in your cookie.

3)  It prevents direct entry to the page that it goes to when you click
it.  (Note that the two pages have the same URL.)

In retrospect, things might be clearer in this area of the website if you
were just popped straight into the settings/options page whenever the
server recognizes you via your cookie and gave you the option to switch
over to a different e-mail address under your control.
