Looks like it might be another version of one of the four 1998 Kabaya
Space Port sets.

I'm no expert [1], but the writing on the 1181 image in Pause is actually
Hebrew.  (Maybe Shiri can confirm this?)

That's interesting because I never quite realised that they made Israel-only
packaging.

You could be right, it looks like Hebrew, but it's not the packaging. It
is a picture from a Lego Catalog.
