Missing theme data in the by<x>.txt files

Looks like there's some Theme data missing in the bynumber.txt of
Jan 15. For example, 8480, the technic space shuttle has a
Theme type of "{} /".
Looks like other Technic sets are affected, and also looks to be the
case in the other by<x>.txt files.
