Todd's not stupid, so while I think he may be more inclined to make LUGNET an extremely TLC-friendly place policy-wise, I seriously doubt he'd implement policies that basically go against the entire grain of the WWW. I'd go with the complete RIS set - mostly because an RCX all by itself isn't very useful. If you would use the 2 motors and 3 sensors included in RIS, then its a pretty good value.
