Does it stick up between ties then sessior open?

This question does not parse. It does stick up between ties and it does
lever the two cars apart, was that what you were asking? if sessior ==
scissor, then the answer is no, it's not exactly a scissor action.

Does it need to use the 12v coupler "pins" ?

No.

BTW some of us have 3/8 plywood under our tracks ;

That is a problem. you may want to use this device at the crest of a
humpyard where you could build the elevation up with bricks, or cut a
hole in your plywood (same as Zonker did for his turntable)

Was there a thread on this?

No.
