What are the technical limitations associated with doing this with legOS 0.2.x?
I'd love to put something similar (but more up to date) on the
legOS.sourceforge.net site (or, more likely, tieguy.org/legos due to quotas at
sourceforge) but I'm not exactly a cgi wiz so I'm unclear as to what exactly
the problem is. Any clues that could point me in the right direction?

   Three things, all related to the new way 0.2 manages programs:

   1) 0.2.x has a separate kernel which must be uploaded prior to
      any legOS programs, making the procedure somewhat more complex.

   2) 0.2.x program files are in a binary format rather than srecs
      which are text based, making the delivery process from the
      web page more complex.

   3) 0.2.x uses a separate program loader on the PC, so users would
      need a binary distribution of the legOS "dll" command for their
      specific system.

   So while it is indeed possible for a web-based compiler to generate
.lx files for legOS 0.2, the process is quite a bit more complex on
both the server and user ends, taking away many of the advantages of
a web-based solution.
