Sure it could.  Heck, they already used wall elements, one-piece rowboats,
big hull pieces...

Pirates Jr. would probably have one-piece hulls for all the ships, would lose
the detailed decorations that made the large ships so nice, probably one-piece
masts and one-piece crossbars to hang the sails from.  The sterncastle would
be
made from wall sections instead of bricks - but the captain's cabin would have
a trap door to drop victims into the bilges.

O.K. then, So you could junorise pirates. My next guess is that they just ran out of
ideas that the guys at the top would accept (we want to make a new pirate ship that
has 3 of the larger sized pirate hull middle pieces in it. no. o.k. then we are all
out of ideas because we cant make a decent pirate ship on these rediculously low
piece sount figures unless we make some new pieces. you cant make any new pieces, we
are over the quota already. o.k. then we cant make any more pirates)
