As for the 12v track, the motors have two conductors on the bottom, to
coincide with the ones that run in the middle of the track. The weights are
to make sure the electrodes will stay together. If the train was too light,
they may not touch, meaning the current is broken.
The 4.5v trains have all their power in the car behind them, they don't have
to stay on the track quite as much as the 12v, because they won't lose their
power.
As for the pulling power of the 9v vs. 12v, I don't know.
