South Shore is probably commuter, and Metra certainly is commuter, so not covered under the enabling legislation which applies to "scheduled revenue intercity service" (Most normal people would call Michigan City a different city than Chicago (...) | (...) Well seeing as how they are 60 miles apart and South Bend (which is serviced by South Shore) is 90 miles from Chicago, I'd think they are different cities. But what do I know?
