You could build it similar to the 4-6-0 shown at:

There is a detail picture of the steam cylinder/connecting rods. Instructions
for building the connecting rods can be found on the applications page.

Prototypical 4-4-0 engines have the steam cylinder located between the two front
axles. Ive not figured out a good way to model it that way and still get the
required articluation.
On your 4-4-0, youll probably want the four drive wheels to be flanged drivers.
However it may be possible to do it with one axle of blind drivers.
