There are currently two options that I am aware of.

1)  TrackDesinger:  It was written by Matthew Bates a long time ago.  The
source code for TD appears to be lost but the application still works and
many people use it.  You can find TrackDesigner at:

2)  TrackDraw:  In the summer of 2003 Cary Clark began working on a
replacement for TrackDesigner called TrackDraw.  TrackDraw is still in
development but it is very useful in its current state.

I outlined what I feel are a lot of TrackDraw's strenghts in a post on
LUGNET back in May.

Personally I prefer TrackDraw to TrackDesigner.  If you want to get
TrackDraw, you need to join the Yahoo TrackDraw group.
