If you are just getting started designing legos on the pc, LDraw.org should be
your first stop.  This is the plcae to get started by downloading Ldraw:

For the rest check out the tutorial section here:

This will get you started now only building the models but also using POV-Ray,
the renderer used by at least 95% of Ldraw users.

Digital Bricks D.I.Y. pages are also a good place to stop once you get familiar
