My copy of 10020 came with all dark gray handrails, whereas the box and
instructions indicate _gray_ "bars 4L Light Sabre Blade" (578) and _red_
"bars 6.6L with stop" (4095) for the handrails. Is this a universal situation?

I had a replacement part packs included with mine. In it are four light
grey bars and four red bars with stop. They came in a small clear plastic
bag outside of the 10020 box.
