sure, quite easy, with a light sensor, a light brick and a polarity switch.

Or use the light sensors, and power the trains directly from the RCX.  Then
you could control them using RCX code.  You might want to invest in an AC
adaptor though, because running trains would probably use up the battery
power pretty quickly!
