The pictures don’t show it very well, but the walkway *is* there - it’s an
overhang that circles the interior with the exception of over the back hangar
door. The only part missing is the passthrough behind the statue.
Of course, there’s no way to get up *onto* the walkway. The only thing I can
figure out from the source drawings is that there was a secret staircase behind
the Troublealert that lead to the area behind the painting of Justice. (Or maybe
they just flew up there. Superheroes and all that.)
