I dont usually build Town customs, or even in minifig scale at all; but, heres
my attempt at a trolley. I tried to give it a Victorian feel. As for the
overall shape, my only references/inspirations were a nice picture I happened to
find on the internet, as well as the trolley that does tours in my home town
during the holidays. It can seat six minifigs by the windows, along with some
standing room towards the front of the car and and in the open viewing area in
the rear section. It has space for a driver, as well.

(Theres also a Victorian style gazebo in the same folder that the trolley
folder is located in: Gazebo Brickshelf Gallery, also inspired by a real life example found in the
town where I live, as it might appear during the holidays when the trolley is
touring the streets.)
