This is not uncommon for restaurant giveaways. If you think about it, there
really isn't any reason for them to pay a lot of attention to release
timing. The numbering is useful for making it easy for people to keep track
of which ones they need, but there's not really any reason for McD's to
expend a lot of energy making sure they get released in order.
Try a different restaurant in your area, or go back to see what the same one
has next week. Also-- if you're still missing any toward the end, go back
before the end of the promo, because often times several different toys,
even sometimes all of them, are available during the final week (and into
the next, if they are overstocked).
