The outer diameter of
the tyre 49.6 x 28 VR
is 49.6 mm. In general, the first number is the diameter in millimeters, and
the second number is the width of the tyre in millimeters.
The wheel (or hub) has 3 different diameters depending on where you measure
it.
The ring on the outside of the hub is approx 30 mm in diam.
The ring on the inside of the hub is approx 35 mm in diam.
There are also 2 inner rings (not visible when the tyre is on the hub) which
are approx 36 mm in diam.
I don't have calipers, so these are just eyeballed measurements.
