There are a number of ways to make a propellor or rotor from an 8448.
Use your imagination.
For example, take one 2x8 technic plate (with holes). Stick one
technic bushing into the centre hole. The studs go into the notches
on one side of the bushing. Push a technic axle through the bushing
and Bob's your uncle. You can power the axle and the plate will spin,
just like a propeller.
If you want a more realistic looking propeller then yes, you will need
to buy a set which has a more realistic looking propeller.
