I can't answer any of that. All that I know is that the tanks I ordered are on
backorder and that they are being discontinued. Anything beyond that is pure
speculation.
I assume that it is either:
1) they are expensive to make and are not sellng well.
or
2) the design has been superseded by a new design and the old ones are being
phased out

| (...) It was mentioned in one of the NXT articles (wired I think) that Lego is trying to cut down on the number of parts they are producing. This is probably a victim of that policy, since it is probably a very low volume seller. (19 years ago, 31-Jan-06, to lugnet.technic)
