There are two factors at work here...
Sets up to 2001, used the Technic moniker more liberally than after 2001. The
moniker was 'retired' for the most part (with a few high end exceptions). Had it
not been for this change in labeling, 8012 certainly would have been 'Technic'.
Generally, I think that 'Technic' refers to sets with a distinct usage of gears,
axles, and various other 'technic centric' parts. Incidental use (like in the
xBots) would probably not qualify a set to be labeled Technic. Many (most ?) of
the Bionicle sets were called Technic (up until 2001), then it was dropped in
favor of Bionicle. Same with Racers.
