They were 3 separate sets in the late 1980's and early 1990's.  Each set came
with two instructions- one for the model and alternate model, and the other one
for the model combining the three sets.  I don't recall ever seeing them
together in one package.  The universal set came out in 1988, and the other two
came out 2 or 3 years later. (USA)
Is the set of instructions for the "all 3 sets in one" model available
online anywhere?
