     Eh, somewhat.  If it's in the 8000 range, it's probably Technic.  If it's
in the 1000 range, it's probably a promotional release (McD's Happy Meal toy,
Kabaya, etc.).  If it's in the 10000 range, it's probably either a Legend
rerelease or a S@H exclusive set, while 4-digit set numbers are largely reserved
for regular retail releases.  Themes usually get clumps of consecutive numbers,
especially when being released concurrently and in similar price ranges (and
when they're not, the larger sets usually get the higher numbers within a group
released at the same time).  Identical sets released with non-identical
packaging styles are given different numbers (e.g. North American 8525 Kanohi
box vs. European 8530 Kanohi bag)  A more recent tradition is that set numbers
are generally not reused, though some older sets (especially in the 3-digit set
number range) are prone to do so, and even, I believe, a handful of more recent
sets.

     In this case, the only thing I can figure out is that 8450 was the Mission
Experience Pack, and 8456 is the Fiber Optic Multi Set, while 8451-8455 were all
unused.  I'm not sure why they did this, but TLC released five new basic Technic
sets, using the numbers 8441, 8451, & 8453-5, skipping the number 8542.  If
they'd released the Forklift as 8451 instead of 8441, and the Dumptruck as 8452
instead of 8451, they would have cleaned up that entire block of unused numbers.
Instead, they split up the 8441/8442 pair, and left 8442 and 8452 as solitary
free numbers.
