Go ahead and ask Lego for replacements. First of all, they typically replace
defective parts free of charge. They have done this for me several times.
Usually they just ask for you to give them the defective ones. They paid for
the shipping and sent me a box to send them in. Second, it won't hurt anything
because the wheels are bad anyway. The worst that could happen is that the
replacements are just as bad, but most likely they will be better and
non-defective.
