Dave, (...) I think that the Flash Speeder minifig is not Panaka. In the movie, the flash speeder was used in the first moments of the seizure of the castle / government building, and he was not driving it, and that is what IMHO TLC (TLG, LG, LC) (...) (...) I think you're right- that is a reasonable assumption to make. I don't think that's what Lego intended, however.
