My TRU has 4 of those packs that have been sitting there for 2.5 years, I
wish they would just put them on sale already!!

As far as I can tell, the only time TRU puts LEGO on clearance is when corporate decides to clear out something (every clearance item I have seen at TRU has been available in more than one (...) (24 years ago, 2-Jun-00, to lugnet.space, lugnet.market.shopping)
