Scout support in 2.1 b3 is identical to 2.1 b2 (except for a bug fix).

More information is in the file scout.txt included with the distribution.
As for "Full" support, there are still a number of open issues.
However, its certainly functional enough to write interesting NQC
programs for the Scout. I don't anticipate adding any other
functionality for the 2.1 final release. New features will have to wait
for 2.2 or beyond.
Part of the delay is that I haven't received much feedback on people
using NQC for Scout. Once people start giving me feedback about what
missing features they need the most, I can prioritize things
appropriately.
