USB on winXP/2k problem: cannot download

Dear All,
I have installed cygwin, compiled brickOS and tried to download the firmware
and software.
I cannot make firmdl3 or dll to work:
"Error 2: Opening USB"
The same error when the tower is attached and when it is not.
I can download the firmware using BricxCC, but not the .lx software.
Can anyone point me to:
1. How to make the cygwin-brickos-utils work?
2. Are there other tools to download .lx software into the brick using USB?

I have tried on both Win2000 and WinXP. The Lego set is brand new, 2.0.
