Okay here is what I am using:
brickos-0.2.6.09.newConf2.tar.gz
rcx-binutils-2.9.5.0.22-1.i386.rpm
rcx-egcs-1.1.2-1.i386.rpm
rcx-egcs-c++-1.1.2-1.i386.rpm

I am running Mandrake Linux 8.2.

I downloaded and installed all of the above files.  I configured the serial
port using "setserial /dev/ttyS0 uart 16450".  I downloaded the firmware using
"firmdl3 boot/brickOS.srec".  The firmware downloaded flawlessly several times.
Without moving the RCX or the IR tower I performed this "dll
demo/helloworld.lx".  This resulted in "error deleting program".  I then tried
this "dll -v demo/helloworld.lx" which resulted in:
opening tty...
KeepAlive Init...
KeepAliveSend: keeping the IR tower alive...
LNP Initialized...
loader hostaddr=0x00 hostmask=0xf0 portmask=0x00

delete
#time 822975889 f1 04 00 80 01 00 75 try 0: ack:0

#time 739706 f1 04 00 80 01 00 75 try 4: ack:0
error deleting program

I then tried this "dll -v -d1" which resulted in:
opening tty...
KeepAlive Init...
KeepAliveSend: keeping the IR tower alive...
LNP Initialized...
loader hostaddr=0x00 hostmask=0xf0 portmask=0x00

#time 739797 f1 04 00 80 01 00 75 try 4: ack:0
error deleting program

In all failed attempts to download a program, not the firmware, the IR tower
light comes on and I see the battery indicator graphic flash on the screen as
if the RCX is recieving something.  It seems as though the firmware is ignoring
attempts to download programs onto the RCX.

If anyone can shed light on this problem many thanks,
Frank
