Makefile bug in legOS 0.2.5 for win32

legOS 0.2.5 does not correctly add -D_WIN32 to CFLAGS when run under cygwin.
This causes the dll and firmdl3 produced to be non-functional. Adding the
define and recompiling corrects this.
Also, there are stale .depend files in the 0.2.5 distro.
