In theory it's possible, provided that:
[1] The optical frequency matches adequately (anyone know?)
[2] 38400 Hz is close enough to the RCX/Scout modulation frequency to get
past any bandpass filtering..
[3] The PC software can accurately turn IR on/off at 2400baud in software
(I see no problem with this under interrupt control in DOS).
If I get my oscilloscope back from a relative (!), and I can prise the Scout
off the kids occaisionally I'll give it a go. It won't be a Win32 solution :)

In the PC etc case the commonly used format is described by the IrDa standard (www.irda.org) where seperate IR pulses (...) (25 years ago, 12-Nov-99, to lugnet.robotics.rcx)
