It sounds like you have a bad solder joint. I would take a multimeter
set on the conductivity mode and test pins 2 and 3 of the female serial
connector on the interface/charger board. Pin 2 of the serial connector
connects to pin 8 of the MAX232 chip and pin 3 of the serial connector connects
to pin 7 of the MAX232. You might also want to inspect the solder side of the
board for any obvious faulty solder connectons:

What do you mean by download mode? Do you mean bootstrap mode? Do you
have the memory chip installed yet? You wont be fully able to download
something until the mem is there.
