HI
Check for a short between pin 11 of the 'hc374 and +5V. Pin 11 is supposed
to be connected to pin 9 of the 'hc138. It is the select line for the 8
flip-flops in the 374. If you have a logic probe, check either of these
pins. They should be pulsing quite rapidly. If they're not, that's the
problem. When I power up my HB, all four red leds light and then go off.
If I short pin 11 to +5V, they all stay on. Check for the short first, if
that doesn't work send another message and I look for something else.
