I hate replying to my own posts, but I think I know a bit more about
the problem now, therefore different questions are in order.

Answer to my first question:
It looks like the HC11 is supposed to automatically clear the EEPROM,
CONFIG, and RAM if it is brought up in bootloader mode and the security
options were enabled.  I learned this by reading the bootloader program
listings in the back of the reference manual, and a bit in the text.

So this brings up a different question:

Is the PWR LED supposed to glow dimly when the power switch is off?

I have 5.0VDC to the RAM, and about 1.4VDC to the CPU with the power
switch off.  This is with the charger board powered-up and connected,
and no NiCad pack.  I assume the 1.4VDC is coming from the RAM
address/data lines into the CPU, and I don't think this should be a
problem, as the CPU is in reset at this point, and therefore not
running.  The 5.0VDC to the RAM makes sense, due to the extra
regulator for just such a purpose.

The PWR LED is brightly lit after the STOP/Power-on sequence,
therefore I have not been able to download any code yet into the
HandyBoard using DL, DLM, or HBDL (As I understand it, the PWR LED
should go out about the time that the RESET is finished if in
bootloader mode).

Looking for any hints to try to get the board into download mode.
When I try to put the board into download mode, the MODA signal
pulses at 767kHz.  I think this is ok because it functions
as the LIR* output pin after reset...  MODA goes to about 430mVDC
when the STOP button is depressed, which should be low enough to
be recognized by the CPU.

The piezo also does a double-click every few seconds when I try
to put the board into download mode, and doesn't make a sound if
I just turn the board on, so at least something is different.  Is
this normal operation for TOC5 in bootstrap mode?

Any ideas?

Hi Curt, something is wrong with your board. 1stly, the red LED should be completely off when in boot download mode. this is stated repeatedly in the doc's, but i reiterate it here. 2nd, you should not have 1.4v on the CPU when pwr is off. i don't (...)
