It is possible you have a bum 6811. I have seen 6811's with bad
output address lines. this causes mirroring in the RAM as what should
be multiple locations get mapped to the same byte in memory. The
downloader thinks things are working because each byte appears to load
properly, but really things are broken.
Get a logic probe and look at the data, address, and select lines on
the RAM when the board is running. (Just turn it on and let it
execute garbage.) All of these pins should be oscillating rapidly.
If you see a pin that is open or stuck high or low, that's your
problem.
