Ed,
Yes, I got round the problem by using the Newton labs IC 3.1 Beta,
which does all the downloading itself. After a couple of tries, it
told me that it had reset the config register.
I never managed to change it with hbdl, and now I only use IC 3.1.
The beta is still free until March.
Yours is the only mail I received on the subject.

I just experienced the same problem?! If it wasn't for your post I
would have never got it to work. Have you solved the problem yet?
