Well if you use an animated gif of a flashing block, you will probably need to also have a "dead" space before the start so that the beginning of the bar code is obvious...  since the animated gif's tend to just cycle.

Or you could make the bar code "march" by in the gif, that would also allow the scout to remain stationary and might be more pleasing to the human eye.

Perhaps an animated GIF file consisting of a black or white square that alternate
where the timing is specified in the GIF file and executed by the computer.  This
would still be able to be posted on web sites.

But that requires timing on the part of the computer. A simple display of a bar
code could also be posted to a web page for access by all....
