What if you made a device like a level but with a fluid that conducted
electricity better. When the bubble is in the center it wouldn't be
completing the circuit (off). When it on the side, it would complete a
circuit (on). Just an Idea.

There's no way the bubble will keep fluid from leaking through on the bottem
side. The gas will rise to the top and spread out under hydrostatic
pressure.

But if the contacts are on top and bottom of the tube, the bubble will separate
them
from conductive fluid, right?

That'd work, make sure the liquid doesn't wet the container or the contacts
or you'll get a noisy switch.
