I expect that Lego has designed the RCX so that hooking up an output port to
an input port directly will not damage it. Kids will probably do that just
for fun sooner or later. Hooking up a motor to an input port should
therefore be safe, too, as it will generate similar voltages and currents,
too.

Getting useful readings from that is another matter. As stated earlier, the
RCX reads voltages between 0 and +5V. So if you run the motor in the wrong
direction, you get a reading of 0. If you run it in the right direction,
then you will probably get a very limited range of values. You won't be able
to tell +5V from anything higher, like +6V or +7V. What's the output voltage
curve of a generator with no load attached to it? It might rise to high
voltages quickly, maybe even to voltages that might damage the RCX.

Using a rotation sensor is probably a much better choice. If you just want
to know the speed, you can build one easily with a single light or touch
sensor. Just measure the time between impulses.
