What about a real time circuit that routed the output power to one of eight
output ports depending on the PWM.  That way it only takes one output port
on the RCX and up to three (out of 24) motors could be running at the same
time.

----- End of forwarded message from Joel Shafer -----

Use the output ports for selection only and use a seperate circuit to handle
the pwm. For example, use 1 & 2 as a bank and member select and the third as
a clock/amplitude select.

So, if each port has 8 pwm settings that means you could have 64 addresses
and set each address to one of 8 levels. Of course you'd need 64 pwm
programmable pulse generators (perhaps a 556 or something similar with a
digital resistor?).
