I really like the large (bicycle) wheels that came with RIS partly because
they are narrow but mostly because they are large diameter.  I noticed that
the 8857-1 set had two fat tires which look like they are larger diameter
than the RIS tires.  Is this true?  Does any other set have these tires?
Are there any other tires that have a large diameter like these?

I really think Lego is missing the boat when it comes to selling parts.
Between Pitsco and S@H there are nowhere near enough service packs.  I think
they would make a ton of money if they would setup a web site which had a
complete part inventory (with pictures) and a cross reference of which set
contained each part (so you could search both ways: sets with part x, and
parts in set y) and then let us buy online both sets, individual parts (or
multiples of parts to make them $5 minimum or something), and service packs.
Right now I would love to buy large wheels and about 20 long (12,16 unit)
beams without having to get all of the smaller beams which I already seem to
have in disproportionately high quantities.  I suspect that this is a common
problem, I also have far more small wheels then I could ever use at once.

As an aside, I have found a web site which has pictures of all Technics
parts, and other web sites have Lego Technics sets but I have not found any
that go as far as what I proposed.  Am I missing a link?

The hubs are the same, tires different.

Sure, but the original question specifically asked about the
tyres, not
the hubs.

The knobby tires were used on the motorcycle prior to the 8422.

There's one knobby tyre on the 8857 Street Chopper as well:

It may be hard to get, but then again, it isn't particulary exciting.
IMO, anyway.

There is an organization that does privately held auctions of batches of lego parts. Not exactly what you wanted, ie. can't get one each of 10 particular parts. But you can get let's say 20 16x1 technic beams, etc. Check out: (URL) vouch for it (...) (26 years ago, 5-Mar-99, to lugnet.robotics)
