I live in China - and have been/am facing the same problem.
Until now Mindstorms has only been on sale in Canada, UK and the US. February 1
it was launched in some other English speaking areas (amongst others in Hong
Kong).
Internet ordering is possible but difficult, because the retailers are not
allowed to ship Mindstorms out of their respective countries. Even worse
Mindstorms seems to be out of stock everywhere (?) on the Internet. Lego does
not accept new orders before march and partner store TigerDirect even pulled
Mindstorms out of their site recently.
If you just want the RCX then start by contacting Lego Dacta Sweden - they may
actually have it as part of the School Robolab line.
Your next best bet (and probably the cheapest way) is to try to see if someone
has an extra set that you can buy. Other lugnet discussion groups have had a
few offers from people who have found themselves sitting with too many sets.
You may also post as a potential buyer there.
If not try to contact someone living in one of the countries where Mindstorms
has just been released and ask them to get it for you. With some luck it is
easy to get it there right now. The situation in the US still seems to be
difficult (my boss told me he had sent someone hunting for a set in Boston -
and they had to phone lots of stores to locate it).
Expect to be patient - we have been waiting for our last set since December.
