Isn't the Win9x version of that command regsvr32 ?
I could have my OS wires crossed.

I'm running Win95 - it doesn't have an executable named regserv32. I had
previously installed the Mindstorms software, and the spirit.ocx file is
present in the lego folder. I didn't see anything in either of the two
readme files when I unzipped the rcxcc download but I'll go look again.
