Isn't the Win9x version of that command    regsvr32   ?

You must install the spirit.ocx. This is done either by installing the
mindstorms software that came with the kit, or by locating the • Spirit.ocx on
the cd-rom, copy it to your system directory and run regserv32 on it

1. Run program (from the start menu)
2. regserv32 c:\windows\system\spirit.ocx

I'm running Win95 - it doesn't have an executable named regserv32. I had
previously installed the Mindstorms software, and the spirit.ocx file is
present in the lego folder. I didn't see anything in either of the two
readme files when I unzipped the rcxcc download but I'll go look again.

(assuming the above path is correct for you and that you are running • 95/98,
not NT)

I think this is also described in the readme.
